Eric J. Almquist, President and CEO, Oroville Economic and Community Development Corporation After graduation from Modesto Junior College, Eric and his wife, Judy, moved to Sacramento, CA where he continued his education at the University of California at Sacramento. Eric completed his BA degree in Economics and attended graduate school and later earned his Master's Degree in Economics. While attending graduate school, he worked in banking and government until he entered the real estate profession in 1977. He soon earned his real estate broker's license and distinguished himself as a Continuing Life Member of the Sacramento Board of Realtor's Masters Club. Soon thereafter, he expanded his real estate company to ultimately become the 13th largest commercial real estate company in the Sacramento area. His company eventually employed 15 sales agents, ten property managers and four real estate appraisers. He became certified as a commercial real estate appraiser performing the more complex commercial appraisals. For most of his real estate career, he specialized in the rehabilitation of distressed multi-family housing projects, including the 105-unit Darwin Park apartments, the 92-unit Chateau Bijou apartments, and the 66-unit Eden Roc apartments. He obtained his general building contractor's license for the rehabilitation work in 1985. Mr. Almquist is an experienced court-appointed receiver operating distressed apartment complexes for the Superior Court during lender foreclosures. He operated the 80-unit Spartan Village apartments, the 80-unit Fountain Grove apartments, the 57-unit Wooded Village apartments and the 157-unit Pelican Cove apartments. He is a qualified expert witness in Superior and Federal Bankruptcy Court. He developed the 24,500 SF 900 Fulton Avenue office building and the 13,000 SF Fulton Court office suites. He has been involved as a developer for several historic rehabilitation projects including the Napa Mill, a 58,000 SF historic building, the 80,000 SF Old Winery in Escalon and the 78,000 SF Virginia and Truckee Railway round house in Carson City, Nevada. In recent years, through his non-profit company WHY NOT? Community Housing Corporation, he has rehabilitated over 100 houses in low-income areas of Sacramento and presently has over 25 units in South Oroville, CA. Eric is active in the Oroville community. He is a member of the Oroville Association of Realtors, and the Oroville Economic Development Corporation. He serves on the Board of Directors for the Oroville Chamber of Commerce and the Oroville Rotary Club. He serves on the Butte County Board of Behavioral Health. Most recently, he has become interested in expanding his experience with housing projects to community care facilities and has established fifteen alcohol and drug abuse treatment homes offering sober living, residential care and outpatient counseling. He has acquired the Cottage Guest Home, an elderly care facility and is a licensed Community Care Facility Administrator. Eric Almquist was raised in Modesto, CA. He is married to his wife Judy and has one grown daughter, Lori. He resides in Yankee Hill, CA.
Michael Anderson - Executive Director Mr. Michael Anderson oversees the entire operation of Northern California Treatment Services. His duties and responsibilities range from care and treatment issues to construction and maintenance of the facilities. In this capacity, you may see Michael counseling our clients (he is registered with the California Association of Addiction Recovery Resources), dealing with the courts, probation and parole, and handling all of the administrative duties required to operate a drug treatment program. Not afraid to be directly involved with an issue, Mr. Anderson gives new meaning to the term "hands on management". He is an Oroville native, living in the community for over 30 years. He is well known in the community where treatment for drug and alcohol abuse is so critical and knows well the problems created with alcohol and substance abuse. But, Mr. Anderson did not always lead the exemplary lifestyle that he now does today. Mr. Anderson is a recovering addict himself and spent many years in prison due to his addiction. Today, he has put his former experiences to good use. He knows first hand how difficult the road is to turn a life around. He knows addictive behavior. He knows how to deal firmly with discipline, and yet he lets clients know that he is concerned for their well being and prospects for a lifestyle change. With his experience, he is uniquely qualified to operate a treatment program. Michael's life changing story to the successful lifestyle that he maintains today proves that addiction can be conquered. He is the inspiration and the motivation for the work of Northern California Treatment Services.
Christine Moore - Program Assistant Ms. Christine Moore is our women's program site manager. She exemplifies the dedication and commitment needed to operate a substance abuse program. Forever busy running errands and tending to the muriad of details that come up daily, she is invaluable to NCTS and she is a shining example of what it takes to make a treatment program a success.
Jean Ensele- Grants coordinator Jean locates grant opportunities, prepares grants and tracks applications. Mrs. Ensele's background is in accounting and management. She previously worked for the California National Guard and St. Joseph's Church.
Ray Anderson - Construction Our facilities operate well and problems are quickly dispatched due to the efforts of Mr. Ray Anderson. We seem to keep Ray quite busy and owe the smooth operations of the plant and equipment aspects of the program to his dedicated efforts. Tony Tamantini - Counselor Tony Tamantini has been a resident of Butte County for over thirty five years. Through his experience, he is well aware of the trappings of substance abuse and has first hand experience with treatment. He has been "clean" for 13 years making him an asset to our counseling staff. He is first hand proof that substance abuse can be beaten and his passion is to share this experience and give HOPE to ANYONE. Jeffrey W. Curtis Jeff is a case worker and counselor. He has been working in the field of addiction for three years. He has worked in residential and outpatient modalities and enjoys working with others in helping them overcome their addiction. Jeff is a graduate of Butte College ADS program and certified through the Breining institute.

Contessa Anderson Office Secretary and Bookkeeper Our office staff, secretary, bookkeeper, and everything else, Tessie makes sure we are running correctly and that everything is in order. She operates the Cottage Guest Home, an elderly care facility for 13 residents, and all of the properties owned by WHY NOT? Community Housing Corporation and the Oroville Economic and Community Development Corporation.

Judy Almquist-Secretary/Treasurer Administrative Assistant and Property Manager Judy Almquist has been in the real estate business with her husband for over 30 years. During that time, she has operated hundreds of apartment units as both an off-site property manager and resident manager for up to 56 units. She is familiar with all aspects of the real estate industry including escrow control, sales agreements, and mangement.
Bryan Wurth- Executive Director, OECDC Mr. Wurth is a Real Estate Broker with Lyon and Associates in Sacramento, CA. His training includes appraisal, financing, real estate economics and general contracting. He holds a Bachelor's of Science Degree from California State University of Sacramento. Bryan is also the Executive Director of WHY NOT? Community Housing Corporation, a non-profit 501(c)3 organization that revitalizes declining neighborhoods through the rehabilitation of distressed and blighted properties thereby increasing the opportunity for home ownership for low and moderate income families. Byran is President of the Rancho Cordova Kiwanis Club.
Alan J. Almquist, Ph.D., Director Professor of Anthropology, University of California Hayward. Alan J. Almquist is Professor Emeritus at California State University- East Bay and has been teaching there since 1972. He received his Ph.D. degree in Physical Anthropology from the University of California, Berkeley in 1974. Formerly Chair of the Department of Anthropology, Museum Director of the Clarence Smith Museum of Anthropology, and Grants Officer for the L.S.B. Leakey Foundation in San Francisco, Dr. Almquist has also undertaken fieldwork in the recovery of early human fossils in the Middle Awash region of Ethiopia. Current research interests have included work on the metabolism of alcohol in human and non-human primates, and in the field of human sexuality where he has co-authored a text, a section of which deals with sex and the aged. Dr. Almquist has co-authored a book with the late Prof. Robert Heizer (UC Berkeley) on a history of race relationships in California, and an introductory text entitled Biological Anthropology (2002). In addition, he has edited two other volumes on topics concerning the field of biological anthropology. Dr. Almquist is currently retired from his teaching post at Cal State, but continues to be active on University committees. He will continue his teaching interests as a university lecturer.

Andrei Simic, Ph.D., Director Professor of Anthropology, University of Southern California Dr. Andrei Simic is a Professor of Anthropology and an Associate of the Center for Visual Anthropology at the University of Southern California. He is an author of two books and more than 70 published papers and book chapters. He has produced and directed two documentary films and participated in 20 other documentaries. His specialization includes urban anthropology, social gerontology, ethnographic film and ethnicity and ethnic groups in America. He received his education and post-graduate degrees from University of California at Berkeley.
Bruce Mills-Director Owner, M & M Property Services and Management Mr. Mills has been a real estate broker for over 30 years. He has been in the property management business since 1980 and owns one of the largest property management companies in the Sacramento area, managing over $900 million in property with his staff. He specializes in loans, appraising property and management consulting on the real estate process. Bruce prides himself in and attributes his success to, his diligence, accountability and communication.
