WHAT WE DO:

Desiree entered Northern California Treatment Services in April, 2010.  Now 20 years old, she has had a Methamphetamines addiction since the age of twelve.  Funding for Desiree’s care through All American Indian Reservations was limited to 60 days, however due to a court order, she had to complete a 180 day program with NCTS.  When she completed her first 60 days, she was placed on a Work Training Program (WTP) that NCTS set up to help individuals with limited and/or no funding.  While on the WTP she worked as a receptionist at the main office.  Desiree was able to complete her program at Northern California Treatment Services and graduated the IOP/SLE in October, 2010.  From her work training assignment, she has gained work ethics and experience that has built her self-esteem that will allow her to become a productive member of our community.

 

John is 33 years old and has had a long history of drug addiction that kept him incarcerated since he was a juvenile.  He entered into the Northern California Treatment Services (NCTS) IOP/SLE Program in August, 2009.  John had no funding at the time and was accepted into NCTS but was placed into the Work Training Program (WTP) to fund him for his treatment program.  During that time, John worked alongside NCTS head maintenance supervisor, Ray, where he gained a lot of experience and knowledge that has allowed him to become employable once he completed the program.  He gained so much knowledge in the field that he is still employed with Oroville Economic and Community Development Corporation, which is the parent company of NCTS.  John continues to do well in his life today where he remains free from his addiction and has begun his new life as a productive member of society.

 

Marty came to Northern California Treatment Services (NCTS) in September of this year.  He is 22 with an addiction to Methamphetamines and Alcohol for the past five years.  As with many young adults with criminal history and the disease of addiction, he has no job experience and was not a good candidate for employment.  NCTS has put Marty in our Work Training Program where we teach a skill that he can use in today’s work force.  This allows him to build self-esteem, pride within himself, and also allows him to pay for his treatment at NCTS.  Today Marty has just finished helping remodel a five bedroom house and did a great job.  Today Marty is clean and sober, working his way to a lifetime of sobriety which will allow him to become a productive member of society.

The mission of Northern California Treatment Services is to successfully rehabilitate and reduce remission in men and women with alcohol and drug addiction in an environment and by providing services that foster recovery through education, experience with basic living skills and infusion of moral values, thus contributing to positive changes in their family life, their community and themselves.

 

In pursuit of our mission, we provide a drug free housing environment, counseling, education, basic living skills and an understanding of personal and spiritual values necessary to bring about positive changes in the individuals including their personal and family life as well as their involvement in the community.

Our goal is to return our clients to independence from the influences of drugs and alcohol where they can function in a positive manner with their relationships and be contributing members of society.

 

OUR OBJECTIVES

 

·         Intervene in the criminal justice system to divert clients from incarceration.

·         Intervene in other situations to counteract continued drug and alcohol abuse.

·         Evaluate clients to identify substance abuse and behavioral health issues

·         Provide services necessary to control and eliminate the influences of drugs and alcohol addiction.

·         Evaluate progress in the areas of drug use, criminal activity, community involvement, education, health, recreation, personal relationships, and employment.

·         Provide a stable and secure drug free housing environment.

·         Provide opportunities for personal growth and self determination for our clients.

·         Reintegrate our clients into mainstream society by providing employment training and job readiness.

Our History

The evolution of today’s Northern California Treatment Services began in 2008 when Mr. Michael Anderson, now Executive Director of NCTS, introduced Eric J. Almquist to Travis Philmlee.  Mr. Almquist came from a real estate background and had several properties in Oroville owned by the Oroville Economic & Community Development Corporation (OECDC), a 501©3 non-profit corporation.  He was interested in converting the use of these properties from rentals to programs which might help people and the community.  Mr. Philmlee operated Northern California Treatment Services, Inc., in Marysville, CA, a drug and alcohol treatment program that he started there in 2001.  Financial difficulties motivated Mr. Philmlee's decision to change his operation.  They soon agreed to move from Marysville to Oroville where the real estate owned by Mr. Almquist’s company could be utilized.  The assets of Northern California Treatment Services, Inc., were acquired and the corporation was closed.  The new venture retained the name and Mr. Philmlee became a private, independent consultant providing assistance during the transition.  The new company combined the eight years of program operating history and expertise of the previous NCTS merged with the availability of facilities and new business management.  Moving quickly, Mr. Almquist hired Michael Anderson to run the operations and set about to convert the properties to treatment facilities. Michael hired Ray Anderson for construction and maintenance and Jean Ensele for office management and bookkeeping.  Christine Moore was soon brought on as an assistant for him.

Our first facility is the Myers house in South Oroville.  This facility provides clean and sober living for substance abusers, parolees from the criminal justice system and Veterans with substance abuse dependence.  It is a two-bedroom home in front and the adjacent three-bedroom home which is capable of providing housing for 11 persons.  We, then, changed the Idora house to a Sober Living Environment.  The house located at 2259-A Wyandotte was used for our office and outpatient counseling services until our present facility at 3114 Myers St. was acquired.  This deliberately understated facility was selected to blend into the community and was substantially rehabilitated to change the image of a substandard area.  Women receive assistance with substance abuse recovery at the house on Ft. Wayne.  Lastly, we expect to utilize the Safford four-plex in Oroville.  When completed, this property will accommodate 16 clients.  Most recently, we have acquired the Roseben House and the Yellow House.  The Roseben House is presently used as a women's facility and is being converteld to our first full residential care facility which will then be for men.  When this occurs, the women will be moved to the Yellow House.  By year end, we expect to have all facilities completely up and operating, poised for a new year of successful expansion.  Our future plans include completing the Veterans transitional living facility at Victory Village and getting the employment and job training program up and operating at the Kaufman Brothers Vintage Merchandise Building in Corning, CA.
